No, that was exactly what she was going to do.
Shuichi could all but feel the muscles in his back immediately tensing as the small child emerged from the bushes opposite his hiding place. That alone might have been fine and escaped the small cult's notice, at least until she opened her mouth to address them directly - in the process revealing what the broken mass of twigs they'd been standing around was and what all this had been about. As incomprehensible as it might have seemed the adult men - and presumably women - were dressed like that in broad daylight and gathering... over a bird? Hardly a rare one, either, from what little Shuichi could see. He'd passed maybe a dozen nests like that just in this day alone, nevermind the number of years he'd been in forests or similar parks for work.
What made this one so special? Or were the adults in this equation just that unstable?
Neither option boded well for the girl as the masked individuals stopped at her voice, looked to each other and allowed one of their number to turn and approach the girl. It seemed that she was finally beginning to pick up on the fact that she'd made a mistake with the unease creeping into her demeanor, but at this point it was probably too late. The individual that had stepped forward to speak was polite enough, and the option was on the table - and Shuichi hoped for a moment against all reason that the girl would take it. Give them the bird, then leave here. Get to safety, find an adult and inform them of what happened. The bird would doubtlessly be placed in an unfavorable situation to put it lightly but predators got to nests all the time - it didn't particularly matter what form said predator took, and while the girl's sentiment was an admirable one she wouldn't be so easy to replace.
But no. She did what she should have done over a minute ago and turned to bolt from the clearing.
He shouldn't get involved. On a logical level Shuichi understood this. Vigilantes, aside from being illegal, drew all sorts of unwanted attention that he could afford right now. Moreover it meant exposing his face, and if his Quirk was seen... he had no idea how connected the masked people in the clearing were, but assuming he got the girl to safety the police would know who he was immediately. It wouldn't matter if he managed to evade them this time, they'd have a face to match to his Quirk and nowhere in Japan would be safe for him anymore. That was a sentiment only further compounded as one of the three moved to quickly place themselves between the girl and her escape route, assisted by a wind based Quirk of some sort.
Forget the police. Even if Shuichi managed to grab the girl his Quirk would be useless and outrunning them would be a pipe dream.
Despite all of those realizations, something about just watching this unfold left him with a deep seated discomfort. Assuming he did intervene... would it be possible to talk them down? Did he have the skill for it? No. Was that even an option with this group, the irrationality of their apparent objective? If he failed to as was most likely, then what? They'd know he was there, seen his face. Using his Quirk after that point would be just as disastrous, leaving him with only one option that Shuichi very much did not want to resort to if it could be avoided for more reasons than he cared to count. Even then what did he have on him? Just a basic utility knife, the kind you'd find in almost any store or business for box cutting. What good would that do against three of them? Even as Shuichi considered those possibilities he found his hand wandering to that pocket, for all the good it would do.
Ideas were forming. Not ones Shuichi was particularly fond of but he saw no way to reasonably resolve this in a manner that would keep the kid safe without resorting to some form of violence. As much as he wanted to simply be done with it all, though, the idea of watching this unfold and seeing where it ended appealed to him even less, logic be damned. Hand drawing the tiny utility knife from his pocket and extending it out an inch or two as quietly as he could, Shuichi took a deep but quiet breath to steady himself and his nerves. It would have to be fast. There would be no second chances here, not unless the first play paid off. Even then there were any number of ways for this to go wrong. Despite it taking a physical act of will to achieve Shuichi would force his body to relax, allowing the tension to leave his muscles - a moment later pushing off from the ground with one foot, making as much noise as he physically could forcing his way through the branches and bushes around him in an attempt to quite noticeabaly draw the cult's attention to his position.
Or rather, what had been his position.
Prior to breaking through the bushes and into the clearing Shuichi's Quirk would Slip him directly behind the one furthest away and presumably in the opposite direction from there they would be looking, hand already reaching for the individual's cape to yank it up and over across the cultist's face. His other hand holding the knife would arc - not to cut at the man but the fabric, intending to take a sizable swath of the fabric with him before Slipping away into the bushes. If all went as intended the maneuver would blind one of the cultists with their own cape whilst keeping Shuichi's face hidden during the brief second he was in the open... and giving him a piece of cloth he could wrap around his head to obscure his identity after Slipping back into hiding.

Tokyo was a strange, strange city - at least from where Shuichi sat.
Not necessarily in a physical sense. It was a difficult thing to put into words. Shuichi knew the city in the sense that he'd spent a number of years inhabiting it, but he had never truly lived there. Every moment spent within the city had been with a purpose, focused, and while Shuichi knew where the streets led, which buildings housed which businesses and how or where people lived it wasn't the same as knowing it from day to day. It was something akin to the old saying of someone being unable to see the forest for the trees - never once had Shuichi been given the opportunity to simply slow down and see things on his own time.
Now, though, he had that. Shuichi had all the time in the world, or least that was how it seemed. Yes, it was true that he had next to no money to his name. He did not exist as far as the Japanese government was concerned and if caught any number of things ranging from detainment to deportation could occur. He had no rights as a citizen nor the ability to legally work within places offering legitimate employment. But for the last month he had managed to scrape by and he wouldn't have traded that freedom or the simple, everyday conveniences that so many people took for granted for anything. Without anything else to attend to entire days were effectively spent simply wandering the city's streets and parks to drink in everything they had to offer - and today just so happened to be one of those days. Clad in a simple white button down shirt and jeans - the kind of clothing that fit with nearly any walk of life - Shuichi had wandered into the park around noon.
That had been... maybe an hour or two prior? Shuichi wasn't exactly lost as all it would have taken was some minor effort on his part to reorient himself and locate an exit, but in truth he wasn't entirely sure he wanted to.
Mind, that was an opinion he found rapidly changing as Shuichi pushed through another thicket of underbrush only to pause and freeze as he saw several masked figures standing in the clearing ahead. Shuichi had experienced enough in his fairly short life to know when people should be avoided, and everything about several cult-like figures meeting in the park during broad daylight screamed "danger" to him. Whether or not they'd noticed his movement would be left entirely up for debate, however, as they moved to exit the clearing, leaving a small collection of broken twigs in the spot they had been standing around. Crouched in the bushes and relatively well hidden at the clearing's edge, Shuichi had no intention of moving for a while - long enough to be sure he'd avoided whatever that was before amending his earlier plans and leaving the park.
What he was not expecting, though, was to see that someone else was there through the gaps in the leaves - a smaller figure that he could just barely make out across the clearing, similarly hidden in the bushes. Not quite as well as they didn't seem to be actively trying to hide, but their small frame made them difficult to pick out - which implied a child. Eyes widening in surprise, Shuichi would glance back to the area where the earlier group had exited the clearing, then back to where the supposed child was.
She wasn't going to move or draw attention to the place so soon after they'd left, right?

Skill Name: Enhanced Dexterity
Skill Summary: The individuals to which this skill applies have faster than average reflexes and increased fine motor control/hand eye coordination. Depending on skill level this affords them faster reaction and response times both in mundane tasks and while in combat, as well as allowing the user to perform particularly complex or quick actions with their hands. Notably, while such individuals have heightened reflexes and reaction time they still perceive the world as quickly as anyone else.
Bronze Skill Description: The individual has slightly faster than average reaction speeds and dexterity. This typically places their abilities on par with those that have practical combat experience, and in the case of those with said experience grants them a slight split second edge.
Silver Skill Description: The individual has faster than average reaction speeds and dexterity. Often found strictly among trained martial artists and those who specialize in fast paced work, these individuals have a decided advantage where reaction speed and fine motor control is important.
Gold Skill Description: The individual has incredibly fast reaction speeds and dexterity. Typically speaking such individuals are born with the ability to perceive and react on this level but needed training to reach it - simple exercises are usually not enough to reach this level. Such individuals are capable of reacting to split second stimuli and are usually fast enough to rely almost entirely on muscle memory rather than conscious thought when performing well trained tasks.
Platinum Skill Description: The individual has nigh unrivaled reflexes and dexterity. These individuals often are capable of reacting so fast to outside stimuli that it can appear to border on precognition, although this is the point where the ability to physically move becomes a limiting factor. Notably such individuals still need to rely on their normal human senses, meaning that such reaction times are still entirely dependent on them noticing the object or event in question.

Shuichi is, lightly put..... complicated. While part of him is still the same well meaning boy that had been taken from the apartment all those years ago much of what he has seen and done has scarred and warped him for life. The full degree to which this holds true remains to be seen - as it is, the very fact that he has retained the ability to calmly and rationally converse with people on a relatively normal basis is no small miracle.
Left to his own devices Shuichi is, by and large, one of the nicest - if admittedly socially awkward - people you will ever be likely to meet. While he would much rather simply stick to the sidelines and watch the world go by around him, Shuichi finds it extremely difficult to not help someone should they need it and he be aware of it, provided it's not anything that would put either individual in danger. It's a sentiment even he has difficulty understanding, unable to distinguish it between who he once might have been or as a subconscious means of atonement for his past actions, and it's managed to get him into trouble on more than one occasion even before striking out on his own. When actually sought out by others Shuichi tends to be relatively soft spoken and agreeable, tending to avoid even verbal conflicts by simply listening rather than speaking should something be said that he doesn't agree with. Beyond that, however, there is little to see on the surface, with most emotional extremes seemingly having been burnt out of him.
That being said, though, remnants of who he was - or rather, the persona Shuichi was forced to adopt and use to distance himself from his actions - while with his previous employer still remain, most notably the training he had received. Very little goes unnoticed around Shuichi, and much of his preference for avoiding any and all attention stems from this aspect of his past. When things have gone wrong enough that he's finally forced into a conflict he cannot ignore Shuichi seems to become a very different person. Collected, calm and decidedly ruthless in deconstructing threats, efforts are generally taken to avoid permanent damage to the furthest extent humanly possible. There are only a handful of extreme exceptions to this rule, although heroes are not among them. While heavily disillusioned with heroes and by extension the hero association as they've had some direct hand in the loss of every human connection Shuichi has had in his life, he's ultimately mature enough to recognized two truths relevant to those losses.
The first and foremost being that it was not personal - it was a job, and they were doing it to the best of their ability. The second being that heroes, no matter how powerful, are still human. Greed, incompetence and corruption exist within every level of the organization to at least some extent the same as it does within local and federal police forces, and to waste time and effort on a personal vendetta when the very system itself is broken would be pointless and counterproductive.
He'd already had fifteen years of his life stolen away from him, and to draw further attention to himself and risk incarceration or death would be a fool's errand, regardless of what he eventually decides to spend the rest of it on.

Standing at an unremarkable height of 5' 9", Shuichi is not the type of person who would attract much attention. Of rather average build weighing in at 168 pounds with a light complexion, he blends right into crowds if one wasn't specifically looking for him, and even then picking him out from the masses would be incredibly difficult. In public Shuichi tends to wear a rather broad assortment of clothing - jeans, t shirts, slacks, business shirts and everything in between. Even his hair tends to blend in - worn neither very short nor particularly all that long, the black coloration doesn't do much to draw attention among the browns, reds and blonds most other people tend to have. The one and only thing about his appearance that stands out for people who take the time to look are his dark eyes, bordering on black - despite his rather genial personality, they hint at seeing things that would have broken most people, and lack the shine that comes with life.
Generally speaking, though, there are a few outfits that Shuichi does tend to favor over others, and things to look for if someone wanted to find him in a crowd. The outfit he tends to favor above all others is remarkably simple - a white business shirt, well kept jeans and a loose fitting green jacket, with simple white sneakers worn as footwear.
Shuichi likewise tends to keep things fairly simple as Slip, whenever given a need for the persona. A black longcoat that obscures most of his torso and legs, black pants and shirt underneath with tactical rigging for whatever tools or weapons he happens to be carrying. His hands are likewise hidden under a pair of matching black gloves and his face obscured by a blank white mask.
Shuichi's life has been a series of complicated twists and turns. While it began normally enough, his mother's death during childbirth would immediately complicate the living arrangements for him and his father - a physically strong but otherwise uneducated man, the pair would essentially find themselves living from paycheck to paycheck and barely scraping by above the poverty line. Failing to effectively divide his time between work and raising his son as a single father the man would eventually lose his job, putting the family in even more severe economic straits. Caught between a rock and a hard place and unable to find another job through legitimate means and with what little savings they had dwindling fast, Shuichi's father would turn to the only work available to him through less savory sources. While able to pay the bills through these methods for roughly two years, additional debts would begin to pile on as he sunk deeper and deeper into the criminal underworld - debts that would go unpaid when the man was killed during a conflict between one of his employers and heroes assisting with a police raid, ultimately caught in the wrong place at the wrong time.
More than a little annoyed with the man's death and the money he'd failed to pay back, most of his assets would be seized and his apartment raided by interested parties before the police force and hero association could identify his corpse and locate his place of residence - it would be at this point that Shuichi would effectively disappear from public record, listed as missing at the age of four in a case that would go cold and remained unsolved into the current day.
Unknown to the police Shuichi would not simply be abandoned or lost - rather, he had been acquired with most of the possessions in the apartment as "collateral" to pay off his father's debts. At only four years old and with a Quirk that had only begun to emerge - more importantly, one that had not yet been registered with the government - Shuichi would be a near priceless commodity in the human trafficking market both within and outside of Japan. Even more so when the emerging Quirk was one that allowed him to nearly escape confinement on multiple different occasions despite its still untrained nature. Seen as a potentially valuable investment so long as the proper precautions were taken, efforts were made to train his Quirk into a semi-usable state. Enough to make a compelling sales pitch, but not to the point of becoming a nuisance or aiding in more substantial escape attempts. Cooperation was rewarded, typically through better living conditions - resistance and refusal was met with the opposite. Six years of Shuichi's life would pass under these conditions before he would eventually be "bought" by a man who would see in the boy the potential for a wide variety of uses, nearly all of them illegal.
While it would become quickly apparent that his new "owner's" reach would far exceed his grasp and abilities, the man was not without certain talents. The first and foremost being that he had an eye for the worth of others. The second, fittingly, was a penchant for manipulation and psychological conditioning. While neither involved his Quirk which was considerably lackluster by comparison he knew how to use others and how to tie them to himself, ensuring loyalty through either fear or respect - oftentimes the former when he didn't need to worry about appearances. In Shuichi's case this would involve letting him form emotional attachments for the first time in years among three other individuals acquired in much the same manner he himself was. Ass additional efforts were made to improve his Quirk and teach Shuichi additional skills that would be useful for the work he would be doing this created a situation where, yes, he could have easily escaped if he had chosen to.
But doing so would have meant leaving behind the others he had grown close to, with a clear threat of reprisal at their expense.
The next eight years of Shuichi's life following that would be busy ones. To say that he would form a reputation with the hero association over this time would have been an understatement. While far from the "big time" villains that would regularly threaten harm and extreme loss of life with their antics Shuichi's career would notably begin with how little he would leave to identify him by. Starting off with high class theft, Shuichi would operate for nearly three entire years during which neither the police force or hero association would manage a direct face to face encounter. When the confrontation finally did occur the teen would prove nigh impossible to corner or capture with his Quirk, one that would not exist in any government registries - and due to this lack of identification he would only be known by the label applied to his Quirk. Following that Shuichi would only improve, learning from each encounter and providing fewer and fewer opportunities with which he could be encountered.
To say that his employer was both pleased and amused by these developments would have been an understatement. While all of the children under his "care" were being employed in similar roles Shuichi's Quirk afforded him a unique advantage in that regard, and with that growing infamy came tools to be used and exploited. Soon he would graduate from simple theft to more difficult targets - physical objects were easy to steal, information not so much, and the tasks assigned to him would only grow in variation as his employer sought to push his limits and see exactly how much he could get away with. As the man began to become less and less stable whilst drunk on the perceived power granted by his charges this would eventually elevate itself to assassination come Shuichi's 17th birthday. The emotional aftermath of this would not be pretty, nor would its lasting effect on him going forward.
Eventually all of this would come crashing down during the last year of Shuichi's employment. Emboldened beyond the point of reason the more difficult tasks assigned to his charges would begin taking their toll, one of the teens captured during an assignment before later found dead in confinement, the security footage missing. The second and third would be killed during a similar sting operation months latter, leaving Shuichi as the sole survivor. Deeply impacted by the losses, he would eventually go missing during another such assignment two months afterwards - albeit not captured by the hero association or police. A handful of unsolved deaths would occur over the following month, culminating in that of Shuichi's former employer.

QUIRK: Slip QUIRK TYPE: Emitter QUIRK RANK: Titanium QUIRK DESCRIPTION: On its surface Slip is about as simple as most Emitter type Quirks are able to get, allowing the user to teleport or "slip" from one position to another in the blink of an eye. Doing so bypasses any physical barriers or obstacles between the starting point and destination, with effectively zero lag or travel time between the two.
Phantasm: A very recently discovered application of Slip, Phantasm is the result of a purposefully "failed" jump between two different points. This will result in Shuichi appearing to have not moved or disappeared from his initial starting point despite no longer physically occupying the space, leaving an incorporeal "ghost" image "behind". Attacks, obstacles and any form of attempted interaction will not affect this image and phase through it. In spite of this the ghost image will be mirror any actions and movements Shuichi takes during this technique's use, although it will similarly be incapable of interacting with the physical world. Canceling the jump will revert Shuichi corporeal form and replace the ghost image with his physical self once again.
QUIRK DRAWBACKS: As a "burst" type Emitter Quirk that is used in discreet instances rather than over a period of time Slip does not suffer from the usual duration and stamina shortcomings typical of similar Quirks. Rather, the inherent limitations stem from the "cans" and "can'ts" of each individual activation as well as the unique rules and oddities of the Quirk's applications.
First and foremost, the Quirk itself is based on movement. While Slip does bend space in the same manner as most other teleportation style Quirks it still requires Shuichi to "move" from point A to point B, meaning that activating his Quirk while standing still will do close to nothing - as a result it cannot be used to "blink" through an incoming attack or obstacle unless Shuichi is physically moving. Moreover, this movement must be relative, meaning that were Shuichi to be standing on a moving platform his Quirk would still not activate properly unless he himself took a step in any given direction or some other similar action.
Second, movement and momentum are one in the same and Slip does not eliminate either. When using Slip all of Shuichi's momentum is carried through his "jump", meaning he will be moving just as fast at his destination as he was when his Quirk activated. The only potential caveat to this is that Shuichi can control which direction in which he exits Slip, and it need not be the same direction he entered. While this mitigates the limitation to some extent as well as opening the door for more creative use it does mean that advance planning is often required before each jump lest consequences follow.
Third, while fairly obvious, Slip will not allow Shuichi to exit into a space where solid matter exists, and attempts to do so will result in his Quirk "short circuiting" and becoming unusable for 2 posts. The solid matter need only big enough to cause significant physical harm were it to be overlaid with his body on exiting - the threshold for which is fairly low but specific. An immobile iron bar in the wrong place, for example, would effectively block his Quirk, although this would not be the case were it to exist in the negative space between two limbs or if the object was a pebble capable of being moved by his body naturally and without harm. Because of this specific limitation it is entirely possible for someone properly prepared or observant to "jam" Slip without the use of another specialized Quirk, although to date the only individuals aware of this limitation are now dead.
Fourth, Slip's ability to enable jumps seems intrinsically tied to user's physical capabilities. While in fairly good physical shape Shuichi is still physically a stock human, and Slip will only enable him to "jump" while unencumbered. This basically translates to him only being capable of using Slip while physically uninhibited, meaning he cannot be carrying more than roughly 50 lbs' worth of weight on his person. Likewise, the distribution of this weight is important - carrying it with his arms in a way that would unbalance or noticeably slow him down would likewise prevent Slip from being used. In essence this means that Shuichi is incapable of carrying another human being through a Slip jump, or any object of significant size or weight. Attempting to do so would result in a similar "short circuit" to Shuichi attempting to jump into a space occupied by solid matter.
Fifth, Slip will not work if Shuichi is mentally impaired in any way, be it intoxication, concussion or any other condition that has altered his perception or mental acuity through physical or chemical means.
Sixth, Slip has a hard limit on the amount of distance Shuichi can "jump" within a single use. Despite years spent improving his Quirk and pushing its limits Slip will only allow him to move between two points that are 350 feet apart or less without consequence. Attempting more than that, while possible, will result in a randomized exit direction as well as extreme fatigue and debilitating nausea. To add insult to injury Shuichi will be incapable of using Slip again until he's rested at least eight hours, and at most this will only increase his possible jump distance to 600 feet.
Phantasm: Despite the apparent usefulness of this technique it is not without several extreme flaws that prevent it from being viable in a practical sense, largely due to the technique's newly discovered nature. First and foremost, unlike Shuichi's normal usage of the Quirk Phantasm comes with extreme duration and stamina issues, largely due to it being a forced and "improper" use of Slip. While Shuichi is capable of using it in brief bursts (1 post) without impacting his normal Quirk usage every post during which Phantasm is active will prevent Shuichi from using the technique for another five posts, and at most he can maintain Phantasm for only two posts. Maintaining it for those full two posts will strain his Quirk to the point that even basic jumps will no longer be possible for seven posts while his Quirk recovers.
Additionally, Phantasm not only prevents objects and people in the physical world from interacting with him but the reverse as well.
